Liz Rooney, Executive Director and Founder

In 2002 Liz Rooney founded Dove Missions USA as a voluntourism organization.  Liz is a connector, guiding volunteers in a transforming life experience while building relationships and serving the poor.  She started Dove DR’s Youth Development Center in 2007 to help street children. Liz is responsible for the organization's consistent achievement of its mission and financial objectives, and is accountable for overseeing operations. Liz resides full time in the Dominican Republic and is available for speaking engagements.

Vicky Mowl, Director of Operations DR

Vicky has spent the last 22 years working in tourism for a leading British Tour Operator. Her journey has taken her around Europe and on to discover her much loved home of the past 19 years, Puerto Plata, Dominican Republic. Having always worked in customer service, and with such a caring spirit, the experience has provided her with the opportunity to work with people from all walks of life, and given her the platform to become and excellent communicator and problem solver. With abundant experience working with very large groups and dealing with emergency situations, Vicky loves a challenge.

Régis Buzenet, Youth Development Manager

Régis Buzenet holds the title of Computer Engineer in Technologies and Telecommunication, is a football specialist with more than thirty years of experience in coaching and training adults and young people aged 6 to 30 in France and in the Dominican Republic. Since 2005 he has been director and coach / initiator with experience in football for children and youth at the Atlántico Football Academy in Puerto Plata.

Originally from France, Régis acquired Dominican nationality and has now resided in Puerto Plata for 18 years. He has been involved with Dove since 2019.


Teresa Cabrera Bonilla, Primary School Teacher

Teresa has been involved with Dove Youth Development since 2010. She is a Manual Arts teacher and is also in charge of the Garden Project. She has more than 15 years of experience in teaching. Teresa stands out for her love for children and her great commitment, with which she has assisted teaching children of different ages about the importance of values. She has contributed to the mission of Dove Youth Development in the community of Barrio Haiti, Dominican Republic.

Lee-ann Marks, Child Sponsorship Coordinator

Lee-ann is responsible for coordinating our child sponsorship program. This includes communicating with current sponsors and providing updates about their child. She also manages matching up new sponsors with a sponsor child, and coordinating all the logistics such as the paperwork and payments.

Lauren Belardinelli, Communications Manager

Lauren plans individual and groups trip for our volunteer program! She started vacationing in the DR in 2005 with family. After coming for many years she felt like there was more she can do for the community to get more involved and more to learn about life outside of a resort. When Lauren first discovered Dove in 2018 and volunteered she knew right away it was something she wanted to be part of and immediately wanted to do more.

Némesis Sánchez, Media/Teacher


Némesis has a Degree in International Relations, is a Performing Arts technician, photographer, a creative artist and passionate about community service. She has more than 12 years of experience with children of all ages. She has been Sub-Director of the Iván García Theater School, leader for the Dominican Scouts Movement and Director for Titiritando en Colores Camp. Since 2018 she has been in charge of the Ambassadors Program at Dove Youth Development and has also served as a teacher, office assistant and community manager.


Némesis is proactive and collaborative and she loves her interaction with the DOVE’s children and youth. With her patience and disposition which distinguish her, she has contributed to the development of adolescents, who trust her and have a lot of fun in her classes.

Francesca Hodgkinson - Program Manager 


She’s a half dominican / half british Caribbean girl. Born in the beautiful Dominican Republic, she’s a proud Dominican, passionate about her country, the environment and in the caring for those most vulnerable, particularly children and animals.

She started volunteering at a very young age and has continued to do so throughout her teen years and now adult life. She’s worked for many years for the tourism industry along big companies like Tui, Amstar, Nexus and Carnival Cruise Line.

Her connection with Dove was made through the company she worked for, that sponsored excursions for all of our kids. She’s always had a special connection to Dove and is more than excited to belong to this wonderful family.
